Announcement of the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA) for the Enhanced Mobility of Seniors and Individuals with Disabilities (Section 5310) Program - Call for Rural and Small Urban Projects

​The South Carolina Department of Transportation (SCDOT) is pleased to announce the Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSAA). The announcement calls for projects for rural and small urbanized areas under the Section 531O-Enhanced Mobility of Seniors and Individuals with Disabilities Program. Signed into law on December 27, 2020, CRRSAA provides $14 billion to support the transit industry in response to COVID-19. The funds provided through CRRSAA will be funded at 100-percent federalshare. No local match will be required although the Act directs recipients to prioritize payroll and theiroperational needs only. Effective as of January 20, 2020, Payroll and operating expenses are eligible. Examples include:

•Administrative leave of operations personnel due to reductions in service or quarantine
•Vehicle operator salaries
•Fuel
•Insurance etc.

A Letter of Intent is required from all agencies requesting funds and it is due to OPT, with a courtesy copy to the COG no later than March 29, 2021. If you would like to be considered for funding from the Rural and/or Small Urban Programs, you must submit documentation that supports the project in that specific area. These documents must include a letter of intent, scope/project location, and budget summary. Because of limited funding, and the specific guidance from FT A, your agency will not be considered for funding if you do not have current active contract with SCDOT/OPT. 

As published by FTA, and less allowable state administration funds, the following amounts supporting the CRRSAA Section 5310 Program is allocated to South Carolina and will be allocated only for existing transit related human service projects in South Carolina: South Carolina Apportionment Available for Allocation Small Urban: $241,866 $217,679 Rural: $252,474 $227,266
